Xeer Ciise is the oral customary law system of the Somali-Issa communities in Ethiopia, Djibouti, and Somalia. It is a structured traditional system of governance that regulates political organization, community justice, and social conduct.
Its principles guide decision-making, resolve disputes through reconciliation and compensation, and support peaceful coexistence within the community and with other groups. Xeer Ciise also promotes values such as mutual assistance, respect for women and children, environmental care, and responsible behaviour.
